Brian Lupo posted a story that explains "How Congress Can Implement President Trump’s Election Reform Movement and Usher in Hand-marked, Hand-counted Paper Ballots at the Precinct Level."

This plan is actually VERY POSSIBLE and 100% IN LINE WITH THE CONSTITUTION.

As Lupo explains, Article I, Section 4 of the Constitution gives Congress jurisdiction over the "Times, Places and Manner" of federal elections. Lupo proposes that Congress pass a law stipulating that states have SEPARATE BALLOTS for all federal elections with the rules of those ballots being governed by Congress NOT the states:

"The solution is simple. Pass a bill that requires states to separate their state and local elections from federal elections. The bill should include requirements to count the federal ballots under public live-stream at the precinct level."

With one bill, Congress can FIX our elections crisis by stipulating how federal elections must be conducted. You can read Lupo's full analysis here. But here's the critical point...
